The innovation systems approach is grounded in evolutionary (political) economy, and as such, it is subject to a wide range of interpretations. Multiple interpretations materialise in equally multiple translations in terms of policy implementation. The theoretical advances in understanding how innovation emerges in a system, is not matched by the existence of evidence and indicators that can inform systemic policy interventions to promote innovation. One key challenge is that for indicators to meaningfully inform policy in developing regions, capturing the contextual and historical factors that define each territory.
